Quick answer: While viewing your news article headline on the web page, Open Windows Snip & Sketch from the Windows Start Menu (or search for “Snip & Sketch”). With Snip & Sketch open, choose New and then Snip Now. This will bring your news article to the front but with a toolbar at the top of your monitor screen. The Rectangular Snip is the tool already selected from the toolbar so you can go ahead and click/hold-down the left mouse button and drag the cursor to highlight the region of the article you want to screenshot and then write on. Once you release your mouse button Snip & Sketch will reappear. Now you can use the tools provided in Snip and Sketch to write on the screenshot. Visual instructions for how to write something on a screenshot using Windows 10
1. Have your news website open or whatever you want to take a screenshot of.
2. Search for “Snip & Sketch” in the Windows Start Menu search field and open the app. Can’t find the Start Menu? Press the Windows key and the S key at the same time.
3. Once Snip & Sketch is open, choose New and then Snip Now.
4. Your article will now come into view with a plus sign cursor. You will notice at the top of the screen there is a toolbar. This toolbar gives you screenshot options such as shapes for precise screenshots or full screenshots. (a) By default, the Rectangular Snip is selected which is good if you are isolating a region of your screen, like a news article or snippet among other unwanted information you don’t want to show in the screenshot. So assuming you want to use the Rectangular Snip, then go ahead and (b)Click/hold-down the left mouse button and drag the cursor to highlight the region of the article you want to screenshot. (c) Release the mouse button to take the screenshot. Snip & Sketch will reappear.
5. Now you can use the tools provided to write on your screenshot. There are options for Ballpoint pen, Pencil, and Highlighter. Double-clicking on these tools will bring up additional options like color choices and size.

6.Save and/or Share the screenshot you have written on.
